In the pack simulator, older sets give a rare when you open a holo.

If you were to open a holo, you did not get a rare. This only changed in Tactical Evolution and onwards.

That video is definitely against what I remember. It is interesting to see.
1st: Source is my memory of back in the day but I understand that is not evidence.
2nd Here this person pulls a Celtic guardian but no further holo.https://youtu.be/aajmxiYJfR0?t=1176 I recommend muting the video.
3rd "Since the release of Tactical Evolution in 2007, all booster packs that have a Holographic/Ghost Rare card, will also contain a rare."

"Booster packs
As in all other trading card games, booster packs are the primary avenue of card distribution. In Konami's distribution areas, five or nine random cards are found in each booster pack depending on the set and each set contains around one hundred different cards. However, in Upper Deck's areas, early booster packs contained a random assortment of nine cards (rarity and value varies), with the whole set ranging around one hundred and thirty cards. To catch up with the Japanese meta game, two or more original sets were combined into one. Now, more recent Upper Deck sets have simply duplicated the original set. Some booster sets are reprinted/reissued (e.g. Dark Beginnings Volume 1 and 2). This type of set usually contains a larger number of cards (around 200 to 250), and they contain twelve cards along with one tip card rather than the normal five or nine. Since the release of Tactical Evolution in 2007, all booster packs that have a Holographic/Ghost Rare card, will also contain a rare. Current sets have 100 different cards per set. There are also special booster packs that are given to those who attend a tournament. These sets change each time there is a different tournament and have fewer cards than a typical booster pack. There are eight Tournament Packs, eight Champion Packs, and 10 Turbo Packs."

I also realized when i watched the video from the start, the video you linked is a later reprint run. That is a non first edition pack and the text for cards is errated. These are the packs that still get printed to this day as retro sets. He says at the start its his original box not that box the packs came in.

Awesome.
Yeah I see you are in a no win situation on that front. To keep what people are used to these days or to have it as it historically was.
Having two options for all of these sets could be confusing and tricky to implement.
There could be something like 1st edition pack selection with historical pulls, rather than you get a mixture of both, but that still wouldn't be "accurate" due to original run unlimited not being part of the legacy reprints. People would wonder why edition selection isn't available for all sets. So this doesn't seem reasonable.
Really the only way I could think of it happening while maintaining all options is duplicating what is considered the vintage packs, and having the currently in print legacy packs be in the reprint category. Modern pull rates for reprint sets, with OG rates for the mainline set. When people search for a pack it could show Original Run and Reprint, that might get people to understand or realize there is a difference, but it seems a logistical nightmare for you regardless.
I think only 6 packs have gotten this legacy reprint; LOB, MRD, MRL, PSV, DCR, IOC, that would need duplicate entries. Packs other than those until TAEV could be set to no guarantee since nobody could remember opening like that. Could also just add a foot note to pre-TAEV packs regarding the rarities for the simplicity and leave them pulling as is.
Regardless of what you decide,
Thank you for the responses and the effort you put into this community.
